International Students

The admission of international students in the Portuguese Higher Education, in 1st cycle and integrated Masters courses, is defined in Estatuto do Estudante Internacional (EEI), approved by Decree-Law No. 36/2014, of the 10th of March, and in the Regulamento de Ingresso e Acesso para Estudantes Internacionais of the Universidade de Lisboa. Below, we will try to answer some of the questions applicants may have, based on these two documents.

Who may apply?

Students who cumulatively comply with the following conditions:

- Do not have Portuguese nationality, except:

- Nationals of an EU Member State;
- Those who, despite not being nationals of an EU Member State, on the 31st of August of the year they intend to apply, have legally resided in Portugal for more than a continuous period of two years, as well as their children (when living with them). Duration of the residence permit for studies will not be considered.
- Those requiring access to higher education through special regimes.

- Are holders of:

-Qualification giving access to Higher Education, i.e., any diploma or certificate issued by a competent authority in the applicant’s country, attesting his/her right to apply to a Higher Education program;

- A Portuguese Secondary School Leaving Certificate, or legal equivalent qualification.

What are the entry requirements?

To be admitted, International students must cumulatively demonstrate:

  • To have the necessary academic qualification in the areas required for the cycle of studies they are applying for, namely:  
    • demonstrate knowledge in the subjects required to pursue studies in the course they are applying for.
    • When the applicant is holder of a Portuguese Secondary School Leaving Certificate, this demonstration corresponds to the approval in the exams required to apply for the cycle of studies, as defined by the Direção-Geral do Ensino Superior (DGES).
    • These exams will only be considered when done in the application civil year, or in the 3 civil years prior to the application.
    • For applicants coming from different foreign education systems, this demonstration is based on the equivalence of the exams above mentioned.
    • Applicants holding a qualification other than the above mentioned, must provide documentation to prove that they have been approved in curricular units integrating knowledge covering the exams above mentioned.
    • There will be a jury assigned to verify the qualifications above mentioned.
  • To have the level of Portuguese required to attend the cycle of studies (please see next question)
  •  Satisfy the pre-requisites.
What is the level of Portuguese required?
  • Attendance of any of the courses offered at FMH requires independent command of Portuguese (level B2, according to the Common European Framework of Reference for Languages).
  • International applicants possessing only an intermediate level of Portuguese (level B1, according to the Common European Framework of Reference for Languages) may apply, but must attend an annual course on Portuguese Language and Culture.
  • Except for applicants who have attended the Portuguese Secondary School in Portuguese, applicants must:
    1. Provide a DEPLE (Diploma Elementar de Português Língua Estrangeira – Elementary Diploma of Portuguese as a Foreign Language) or;
    2. Provide a B1 certificate, issued by a School of the ULisboa, or;
    3. Take a Portuguese Language and Culture exam promoted by the ULisboa, subject to a fee, and annually scheduled.
  • International students who have not attended secondary school in Portuguese and who do not provide a DIPLE (Diploma Intermédio de Português Língua Estrangeira – Intermediate  Diploma of Portuguese as a Foreign Language. level B2), our a B2 Certificate issued by a School of the ULisboa, must attend an annual Portuguese Language and Culture Course:
    1. This course may be attended along with the 1st year of the cycle of studies the student has registered;
    2. At the end of the academic year, the student must prove to have achieved level B2.
  • Students have to re-register for an annual Portuguese Language and Culture Course until they achieve level B2.
Do international students have to satisfy the pre-requisites?
  • The Sport Sciences, Sport Management, and Dance undergraduate courses have pre-requisites.
  • The pre-requisites for these courses are defined within the Portuguese Higher Education general admission regime.
  • Applicants who, at the application moment, cannot prove they have carried out the pre-requisites, have to state they can prove it, no later than 3 months after the beginning of the study period:
    1. The specification of the pre-requisites is made according to Deliberation no. 598/2014, of the Comissão Nacional de Acesso ao Ensino Superior, published in Diário da República (Official Gazette), 2.ª série, no. 42, of the 28th of February;
    2. The statement requires prior reading of the specification mentioned in a), and the applicant’s full accountability for satisfying them;
    3. The non-confirmation of the required pre-requisites results in the registration cancellation;
    4. The initial payment associated to registration will not be refunded in the situations described in c);
  • The assessment of pre-requisites of Groups C – Functional, Physical, and Sport Aptitude, E – Functional and Physical Aptitude, and I – Functional and Artistic Aptitude, is made by FMH, and is subject to the payment of a fee.

What are the application deadlines?

First Period:

  • Applications: from 1st February until 23rd March 2018
  • Validation and seriation of applications: until 13th April 2018
  • Publication of selection results: 16th April 2018
  • Pre-registration or reservation of vacancy: from 17th to 30th of April 2018
  • Eventual substitutes placement: from 2nd to 7th May 2018
  • Publication of vacancies: till 8th May


Second Period:

  • Applications: from 9th May until 27th June 2018
  • Validation and seriation of applications: until 13th July 2018
  • Publication of selection results: 16th July 2018
  • Pre-registration or reservation of vacancyi: from 17th July to 27th July 2018
  • Eventual substitutes placement: from 30th July to 3rd August 2018
  • Publication of vacancies: till 6th August

Third Period:

  • If there are any vacancies after the second period of application, School s may, if they so wish, make these vacancies available for a third phase of applications.
  • These applications can be evaluated in order of entry, running out with their completion, or can be serial in time to be defined by the School. All selection and enrolment processes must be completed by the 28th September 2018.

The deadlines for enrolment will be set as soon as possible

Which documents do international students need to apply?
  • The application in made at FMH Academic Services.

    - Applications are subject to the payment of a fee (please see the FMH Fee Table).

    - To apply, you need the following documents:

    a) Photocopy of Passport or Identity Card;


    b) Sworn Statement that the applicant does not have Portuguese nationality, and complies with the conditions which assign him/her the condition of International Student;


    c) Portuguese Secondary School Leaving Certificate or equivalent, or, in case the academic qualification does not correspond to the Portuguese Secondary School, a document certifying the applicant may apply, in the country this was issued, to higher Education, duly issued by a competent authority of that country.


    d) Documents certifying:

    i) Overall final score in the Portuguese Secondary School, or equivalent, with reference to the classification scale used;

    ii) Academic qualification according to what is referred to in What are the entry requirements?

    e) DEPLE Diploma or DIPLE Diploma, or B1 or B2 certificate issued by a School of the ULisboa, or a Statement of achievement of level B1, concerning Portuguese language and culture, whenever the applicant has not attended secondary school in Portuguese;

    f) Statement stating that the applicant satisfies the pre-requisites of the course he/she is applying for, or the results of the pre-requisites carried out at FMH.

    - Documents referred to in c) and d)must me authenticated by the Consulate, or endorsed by the Hague Apostille by the competent home State authority. Whenever the documents are not issued in English, French or Spanish, they must be translated to one of these languages.

How is the ranking made?
  • This process will be conducted by a jury assigned by FMH Scientific Board

  • Applicants’ ranking will follow the criteria defined by FMH regulations.

  • Results will be expressed in a 100 – 200 scale.

  • In case of a tie in the last place, the necessary new additional vacancies will be created.

  • The application minimum score for each cycle of studies is 100.

How much is the tuition fee?

The tuition fee for International Students registered at FMH is 7.000,00€/year

Erasmus Incoming
